The report deals with a Federal Police investigation according to which the PCC accessed the Ministry of Justice's Córtex system to monitor officials, among them Supreme Court justices, the Federal Police director general, senator Sérgio Moro and prosecutor Lincoln Gakiya. It also gathers assessments of criminal legislation and of organised crime infiltrating the public administration. Digital security specialist Adriano Vallim points to the need for two-factor authentication on access to the platform and warns of the risk of leaking location, routine and itinerary data on the targets, citing searches on 1 million people by a single user in a single day.
